为吸引更多海外优秀青年人才回国(来华)工作,国家自然科学基金委员会现启动2025年新增批次优秀青年科学基金项目(海外)申报工作。
国家自然科学基金优秀青年科学基金项目(海外)(简称“海外优青”)旨在吸引和鼓励在自然科学、工程技术等方面已取得较好成绩的海外优秀青年学者(含非华裔外籍人才)回国(来华)工作,自主选择研究方向开展创新性研究,促进青年科学技术人才的快速成长,培养一批有望进入世界科技前沿的优秀学术骨干,为科技强国建设贡献力量。
To attract more outstanding young talents
from overseas to return(come) to China for work, the National Natural Science
Foundation of China has now launched the application process for the 2025 new
batch of Excellent Young Scientists Fund (Overseas).
The National Natural Science Foundation of
China (NSFC) Excellent Young Scientists Fund (Overseas) aims to attract and
encourage outstanding young scholars from abroad, including non-Chinese foreign
talent, who have achieved notable success in natural sciences, engineering, or
related fields, to work in China. The program supports them in independently
selecting research directions and conducting innovative research. It is
designed to accelerate the growth of young scientific talent and cultivate a
cohort of prominent academic leaders at the forefront of international science
and technology.
一、申请条件 Application conditions
(一)优秀青年科学基金项目(海外)的申请人应当具备以下条件:
(1)遵守中华人民共和国法律法规,具有良好的科学道德,自觉践行新时代科学家精神;
(2)出生日期在1985年1月1日(含)以后;
(3)具有博士学位;
(4)研究方向主要为自然科学、工程技术等;
(5)在取得博士学位后至2025年9月15日前,一般应在海外知名高校、科研机构、企业研发机构等获得正式教学或者科研职位,且具有连续36个月以上工作经历;在海外取得博士学位且业绩特别突出的,可适当放宽工作年限要求(不适用于通过中外联合培养方式取得海外博士学位的情况)。在海外工作期间,同时拥有境内带薪酬职位的申请人,其境内带薪酬职位的工作年限不计入海外工作年限。
(6)取得同行专家认可的科研或技术等成果,且具有成为该领域学术带头人或杰出人才的发展潜力;
(7)申请人尚未全职回国(来华)工作,或者2024年1月1日以后回国(来华)工作。获资助通知后须辞去海外工作并全职回国(来华)工作不少于3年。
(二)限项要求
对于已申请2025年度上半年优秀青年科学基金项目(海外)的申请人,因时间节点原因导致不符合当时申请条件、但符合新增批次申请条件的,可申请新增批次项目;其他申请人不得在新增批次重复提交申请。
已申请2025年度其他同层次国家科技人才计划的,不得在新增批次申请优秀青年科学基金项目(海外)。
执行国家科技人才计划统筹衔接的要求。同层次国家科技人才计划只能承担一项,不能逆层次申请。

Comply with the laws and regulations of
the People's Republic of China, possess strong scientific ethics, and embody
the spirit of scientists:
(1)Abide by the laws and regulations of
the People's Republic of China, uphold good scientific ethics, and consciously
practice the spirit of scientists in the new era.
(2)Be born on or after January 1, 1985.
(3)Hold a PhD degree.
(4)The research directions mainly focus on
natural sciences, engineering technology, and so on.
(5)After obtaining a PhD degree,
applicants must have held formal teaching or research positions at overseas
universities, research institutions, or corporate R&D facilities for at
least 36 consecutive months before September 15, 2025. Exceptions to the work
experience requirement may be granted for applicants who obtained their PhD
degree overseas and have demonstrated exceptional academic performance.
(6)Demonstrate scientific or technical
achievements acknowledged by peer experts, with the potential to become an
academic leader or a distinguished talent in relevant fields.
(7)Applicants must either have not yet
undertaken full-time employment in China, or have commenced full-time
employment in China on or after January 1, 2024. Upon receiving the award notification,
recipients must resign from any current overseas employment and commit to
full-time work in China for at least three years.
Restricted Condition
For applicants who have already applied
for the Excellent Young Scientists Fund (Overseas) in the first half of 2025,
if they failed to meet the application criteria at that time due to time
constraints but now meet the criteria for the newly added batch, they may apply
for the project in the newly added batch; other applicants are not allowed to submit
duplicate applications in the newly added batch.
Applicants who have applied for other
national science and technology talent programs at the same level in 2025 are
not allowed to apply for the 2025 new batch of Excellent Young Scientists Fund
(Overseas).
The requirements for the coordinated
connection of national science and technology talent programs shall be
implemented. Only one national science and technology talent program at the
same level can be undertaken, and applications for programs at a lower level
are not allowed.

东海实验室是由舟山市政府举办,联合浙江大学、自然资源部第二海洋研究所共同建设的新型研发机构,是浙江省重点建设的省级实验室,成立于2022年5月17日。
实验室由国家顶级战略科学家领衔,瞄准国家重大战略需求,聚焦空海高端装备技术攻关、工程应用和产业转化方向,有组织推进全海深整机装备服役能力测试平台、重型陆海垂直起降多用途飞行器、深海复合材料智能潜航器等项目攻关,构建起“1611”全链条创新体系和大兵团协同攻关范式,致力于突破空海高端装备领域关键技术瓶颈,发展海洋装备产业、保障海洋国土安全、服务海洋强国战略,加快成为空海高端装备领域国家重要战略科技力量。
面向未来,实验室将做好教科人一体化改革、强化科技创新和产业创新深度融合“两篇大文章”,通过建立“平台+高校+企业+产业链”的教科人合作机制,持续突破关键核心技术,坚决把装备制造牢牢抓在自己手里,努力构建自主可控、安全可靠的现代海洋装备产业体系,为海洋强国战略贡献更多东海硬核装备。
Donghai Laboratory is a new type of
R&D institution sponsored by Zhoushan Municipal Government and jointly
established with Zhejiang University and the Second Institute of Oceanography
of the Ministry of Natural Resources. It is a key provincial laboratory prioritized
for construction by Zhejiang Province and was founded on May 17, 2022.
Donghai Laboratory is led by top national
strategic scientists. Targeting major
national strategic needs, it focuses on technical breakthroughs, engineering
applications, and industrial transformation of high-end air-sea equipment. It organizes and promotes research projects
such as the Full-Ocean-Depth Equipment Service Capability Testing Platform,
Heavy Amphibious Vertical Take-off and Landing Cargo Plane, and Deep-Sea Intelligent
Composite Submersible. It has built the
"1611" full-chain innovation system and a large-scale team
collaborative research paradigm, committed to breaking through key technical
bottlenecks in the field of high-end air-sea equipment, developing the marine
equipment industry, safeguarding maritime territorial security, serving the
strategy of building a maritime power, and accelerating its growth into an
important national strategic scientific and technological force in the field of
high-end air-sea equipment.
Looking ahead, Donghai Laboratory will
focus on two major initiatives: advancing the integrated reform of education,
science, and talent development, and strengthening the in-depth integration of
technological innovation and industrial innovation. By establishing an education-science-talent
cooperation mechanism featuring "platforms + universities + enterprises +
industrial chains", it will continue to make breakthroughs in key core
technologies, resolutely keep equipment manufacturing firmly in its own hands,

Donghai Laboratory has launched a special
channels for outstanding young talents, who will enjoy competitive welfare and
treatment policies. Those selected into
national or provincial talent programs will receive additional relevant subsidies
